dual temp controller engineering

ok all you smarty-pants... i need a couple temp controllers for for brewing purposes.

1st, i need one for the keggerator that will turn the fridge/compressor on when it gets too warm (summer) AND will also turn on a small heater when it gets too cold (winter/now).

2nd, i need a temp controller to warm my fermentation cabinet. this one doesn't need to cool.

Stefan, i know you have done something similar (at least to my second need) for growing tomatoes.

can i do this for under $60 bucks in small electric bits, or should i just buy a small space heater and a cooling controler for the keggerator and just the space heater for the fermentation cabinet?

there may be a beer reward involved if anyone wants to help on this project.

major bonus points if we can hook the keggerator up to an old pc and have it control and/or graph the temp and/or energy consumption and/or beer consumption.
